To get and maintain a sense of the direction of the project and prevent spending time on the wrong tasks. In later phases, to delve deep into the content.
How
At each research or project phase, you have to return to where you started and test whether you are still on the right track to reaching the initial goal. Use the output from the previous phase of the project and, for each phase, identify the applicable agreements. Analyse the resulting (intermediate) products for conformity with the pre-defined measurable results. For each phase, the result is a conformity statement.

Practice
In large projects which require major investments, responsibility for each phase is appointed to a dedicated group. The transfer to the next phase is a formal moment. This requires review of all items agreed and documentation of the agreements.
